Tata
Steels Vision 2007 enunciates the companys goals as being to become an EVA
positive company and at the same time continuing to improve the quality of life of its
employees and the communities it serves. The Companys decision to create a separate
entity, Jamshedpur Utilities and Services Company (JUSCO), to provide utilities and
services to the steel city of Jamshedpur, is intended to serve both purposes.

The weaning away of the civic amenities it provides to the
city will ensure that, as a steel company Tata Steel can remain focussed on its primary
purpose of production and marketing of iron and steel and thus retain its competitive
advantages in the industry. On the other hand, the newly formed company can focus on
improving the quality of life of the people of the city. Tata Steel believes that a
separate organisation can tap the potential for business growth in municipal and other
services provided by the Company in Jamshedpur.

JUSCO is a wholly owned subsidiary company of Tata Steel.
It will be responsible for housekeeping and hospitality, town planning and engineering,
civil construction and maintenance, public health, education, horticulture, fleet
management, water and waste water management, power distribution and related activities.
The agreement to transfer these activities including all
concerned employees of the Company, was executed between Tata Steel and JUSCO on March 30,
2004. JUSCO has agreed to the continuity of service of employees after transfer. The terms
and conditions of service offered to them will not in any way be less favourable than
enjoyed by them at Tata Steel.

The agreement for the transfer was jointly signed by the
Managing Director of Tata Steel, Mr B Muthuraman and President Tata Workers Union,
Mr R B B Singh.
